EHRN calls SIIC for a Partnership Forum in EECA

EHRN addressed a letter to SIIC, whereby it strongly recommends considering the need to hold a Partnership Forum in EECA for the region to engage with the development of the Global Fund Strategy 2017-2021

In 2015, the process to develop the Global Fund 2017-2021 Strategy is about to begin. The Global Fund is governed by a broad range of groups: from governments and non-profit organizations to communities affected by the three diseases, and the private sector.

As one of the four integral pillars of the Fund’s governance framework, the Partnership Forum reaches out to an even wider audience of stakeholders, including those who are not normally involved in Global Fund processes. The Partnership Forum is a model of consultation and broad range of internal and external discussions that lead to recommendations and inputs to the Board through its Strategy, Investment and Impact Committee (SIIC) thus directly contributing to the Global Fund’s strategic direction and implementation framework.

To inform the development of the Global Fund Strategy 2017-2021, the Global Fund will organize a series of thematic Partnership Forums 1, 2 and 3. None of the Fora is envisioned to take place in the region of Eastern Europe and Central Asia (EECA). If no separate Partnership Forum is held in EECA, it will be very difficult to facilitate inputs and perspectives from EECA, particularly those related to responsible transition to domestic funding and the challenge of low political will to finance programs for key affected populations.

Therefore, in advance to the upcoming SIIC meeting on 24-26 February 2015, Eurasian Harm Reduction Network (EHRN) addressed a letter to the members of the Global Fund’s Strategic Committee (SIIC), whereby it strongly recommends that the SIIC considers the need to hold one of its thematic Partnership Forums in EECA focusing on the Global Fund’s policy on responsible transition to programmatic sustainability and effectiveness of services, advocacy and capacity building to have an impact on the epidemics among key affected populations.
