Action Plan to address HIV and TB funding withdrawals in middle-income countries

The document is meant to serve as both a call to action and a plan for coordinating communications and activities to stop the attack on people’s lives and human rights in middle-income countries.

Despite government commitments to “leave no one behind”, across all health and development sectors, donor funding for HIV and TB is being cut and governments are failing to uphold their obligations to ensure their citizens' rights to health. People living in middle-income countries (MICs) where donor governments and multilateral funding mechanisms are withdrawing financial support are expected to be the first and most affected. Unless action is taken, millions will be severely affected, namely sex workers, men who have sex with men (MSM), people who use drugs, the incarcerated, migrants, and poor women and girls – populations especially vulnerable to HIV and TB.

Following a series of discussions held in New York, Durban and Amsterdam, an Action Plan to address HIV and TB funding withdrawals in middle-income countries was developed.
